It replaces the previous Packaging and Packaging Waste Directive and introduces a more harmonised framework for packaging placed on the EU market.<\/p>\n\n\n\n<p>For packaging buyers, the practical question is therefore not simply:<\/p>\n\n\n\n<p><strong>\u201cIs my packaging compliant today?\u201d<\/strong><\/p>\n\n\n\n<p>A better question is:<\/p>\n\n\n\n<p><strong>\u201cIs the packaging I am developing today ready for the requirements coming over the next several years?\u201d<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" data-src=\"https:\/\/www.ywccpackage.com\/wp-content\/uploads\/2026\/08\/PPWR-2026-EU-packaging-requirements-for-plastic-mailers-paper-bags-and-packaging-boxes-1024x683.webp\" alt=\"PPWR 2026 EU packaging requirements for plastic mailers paper bags and packaging boxes\" class=\"wp-image-13325\" srcset=\"https:\/\/www.ywccpackage.com\/wp-content\/uploads\/2026\/08\/PPWR-2026-EU-packaging-requirements-for-plastic-mailers-paper-bags-and-packaging-boxes-980x653.webp 980w, https:\/\/www.ywccpackage.com\/wp-content\/uploads\/2026\/08\/PPWR-2026-EU-packaging-requirements-for-plastic-mailers-paper-bags-and-packaging-boxes-480x320.webp 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) and (max-width: 980px) 980px, (min-width: 981px) 1024px, 100vw\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">What Is PPWR?<\/h2>\n\n\n\n<p>PPWR applies broadly to packaging placed on the EU market, covering different materials and packaging formats.<\/p>\n\n\n\n<p>For packaging buyers, this can include products such as:<\/p>\n\n\n\n<ul>\n<li>Poly mailers and shipping bags<\/li>\n\n\n\n<li>Plastic garment and zipper bags<\/li>\n\n\n\n<li>Paper shopping bags<\/li>\n\n\n\n<li>Kraft paper bags<\/li>\n\n\n\n<li>E-commerce packaging<\/li>\n\n\n\n<li>Paper boxes and shipping cartons<\/li>\n\n\n\n<li>Food-contact packaging<\/li>\n\n\n\n<li>Other flexible and retail packaging<\/li>\n<\/ul>\n\n\n\n<p>One important point is often misunderstood:<\/p>\n\n\n\n<p><strong>August 12, 2026 does not mean every future PPWR requirement becomes mandatory immediately.<\/strong><\/p>\n\n\n\n<p>PPWR contains different implementation dates. Recyclability<\/h3>\n\n\n\n<p>One of the central directions of PPWR is to ensure packaging placed on the EU market becomes recyclable according to harmonised design-for-recycling criteria.<\/p>\n\n\n\n<p>Under the Regulation, packaging recyclability will eventually be assessed using performance grades. From <strong>January 1, 2030, or 24 months after the relevant delegated acts enter into force, whichever is later<\/strong>, packaging generally must achieve an eligible recyclability grade to be placed on the market, subject to exemptions and specific provisions.<\/p>\n\n\n\n<p>For buyers, recyclability should therefore be considered at the <strong>design stage<\/strong>, not after production.<\/p>\n\n\n\n<p>It is not only the main material that matters.<\/p>\n\n\n\n<p>Packaging structure can also include:<\/p>\n\n\n\n<ul>\n<li>Printing inks<\/li>\n\n\n\n<li>Adhesives<\/li>\n\n\n\n<li>Coatings<\/li>\n\n\n\n<li>Labels<\/li>\n\n\n\n<li>Laminated layers<\/li>\n\n\n\n<li>Handles<\/li>\n\n\n\n<li>Closures and zippers<\/li>\n\n\n\n<li>Other components<\/li>\n<\/ul>\n\n\n\n<p>The goal should be to create the required product protection and brand appearance with a packaging structure that is as simple and recycling-compatible as practical.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. Recycled Content in Plastic Packaging<\/h3>\n\n\n\n<p>PPWR also introduces minimum post-consumer recycled-content requirements for plastic packaging.<\/p>\n\n\n\n<p>For plastic packaging outside certain specific categories, the Regulation provides a <strong>35% minimum recycled-content level from 2030<\/strong>, subject to the Regulation\u2019s timing mechanism, exemptions and implementing rules. Other categories, including some contact-sensitive packaging and beverage bottles, have different percentages.<\/p>\n\n\n\n<p>This does <strong>not<\/strong>&nbsp;mean every plastic mailer must already contain 35% recycled plastic in 2026.<\/p>\n\n\n\n<p>It does mean buyers using products such as poly mailers and other plastic packaging should begin discussing:<\/p>\n\n\n\n<ul>\n<li>PCR material availability<\/li>\n\n\n\n<li>Recycled-content percentage<\/li>\n\n\n\n<li>Material traceability<\/li>\n\n\n\n<li>Bag strength<\/li>\n\n\n\n<li>Colour consistency<\/li>\n\n\n\n<li>Printing performance<\/li>\n\n\n\n<li>Supporting documentation<\/li>\n<\/ul>\n\n\n\n<p>with their packaging suppliers.<\/p>\n\n\n\n<p>For businesses planning packaging that may remain in use for several years, considering recycled-material options earlier can reduce the need for rushed redesigns later.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">3. Packaging Minimisation<\/h3>\n\n\n\n<p>PPWR also focuses on reducing unnecessary packaging.<\/p>\n\n\n\n<p>By <strong>January 1, 2030<\/strong>, manufacturers or importers must ensure that packaging weight and volume are reduced to the minimum necessary to maintain functionality. The Regulation also addresses design features such as unnecessary layers, double walls and false bottoms that exist primarily to increase perceived product volume.<\/p>\n\n\n\n<p>For e-commerce businesses, this principle has a direct practical impact.<\/p>\n\n\n\n<p>A T-shirt, for example, normally does not need the same mailer size or film thickness as a hoodie or several garments packed together.<\/p>\n\n\n\n<p>Using appropriately sized packaging can help reduce:<\/p>\n\n\n\n<ul>\n<li>Material consumption<\/li>\n\n\n\n<li>Empty space<\/li>\n\n\n\n<li>Shipping volume<\/li>\n\n\n\n<li>Packaging cost<\/li>\n<\/ul>\n\n\n\n<p>PPWR also establishes a future <strong>50% maximum empty-space ratio<\/strong>&nbsp;for certain grouped, transport and e-commerce packaging, applying from 2030 or later depending on the relevant implementing acts.<\/p>\n\n\n\n<p>The important purchasing principle is simple:<\/p>\n\n\n\n<p><strong>More packaging does not automatically mean better packaging.<\/strong><\/p>\n\n\n\n<p>The better solution is the minimum amount of material that can reliably protect the product during its intended use.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">4. PFAS in Food-Contact Packaging<\/h3>\n\n\n\n<p>For food packaging buyers, one requirement is already particularly relevant.<\/p>\n\n\n\n<p>From <strong>August 12, 2026<\/strong>, food-contact packaging containing PFAS at or above the concentration limits specified in PPWR cannot be placed on the EU market, subject to the conditions set out in the Regulation.<\/p>\n\n\n\n<p>This can be relevant to products such as:<\/p>\n\n\n\n<ul>\n<li>Food paper bags<\/li>\n\n\n\n<li>Bakery packaging<\/li>\n\n\n\n<li>Takeaway packaging<\/li>\n\n\n\n<li>Grease-resistant packaging<\/li>\n\n\n\n<li>Other food-contact packaging<\/li>\n<\/ul>\n\n\n\n<p>For these applications, buyers should clearly tell the supplier that the packaging is intended for food contact.<\/p>\n\n\n\n<p>Simply asking whether a package is \u201ceco-friendly\u201d or \u201cfood grade\u201d is not enough. Material composition, coatings, intended use and relevant testing should be considered according to the specific application.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">5. Labelling and Documentation<\/h3>\n\n\n\n<p>PPWR will introduce more harmonised packaging labelling.<\/p>\n\n\n\n<p>Under Article 12, harmonised labels providing information about packaging material composition are scheduled to apply from <strong>August 12, 2028 or 24 months after the relevant implementing acts enter into force, whichever is later<\/strong>.<\/p>\n\n\n\n<p>This means future packaging artwork may need to reserve space not only for branding, but also for information such as:<\/p>\n\n\n\n<ul>\n<li>Material identification<\/li>\n\n\n\n<li>Sorting information<\/li>\n\n\n\n<li>Relevant symbols<\/li>\n\n\n\n<li>QR codes or digital information carriers where applicable<\/li>\n<\/ul>\n\n\n\n<p>Documentation is equally important.<\/p>\n\n\n\n<p>PPWR requires applicable conformity assessment and technical documentation, and where compliance is demonstrated, an <strong>EU Declaration of Conformity<\/strong>. The Regulation also sets record-retention requirements for manufacturers and importers.<\/p>\n\n\n\n<p>This is why PPWR should not simply be understood as a single certificate that a supplier can purchase.<\/p>\n\n\n\n<p><strong>There is no universal \u201cPPWR certificate\u201d that automatically makes every packaging product compliant.<\/strong><\/p>\n\n\n\n<p>Compliance depends on the actual packaging specification, intended use and applicable regulatory requirements.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" market, buyers should ask more than:<\/p>\n\n\n\n<p><strong>\u201cWhat is your price?\u201d<\/strong><\/p>\n\n\n\n<p>A useful sourcing checklist includes:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Material<\/h3>\n\n\n\n<p>What exactly is the packaging made from?<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Recycled Content<\/h3>\n\n\n\n<p>Is post-consumer recycled
